Spending controls for AI agents

Spending controls define the conditions under which an agent may propose or initiate a financial action. A limit is meaningful only when its scope, enforcement point, data source and failure behaviour are clear.

Choose limits that match the risk

A single maximum amount rarely captures every risk. Depending on the use case, a policy may need a per-action ceiling, a period budget, an allowed category or counterparty, and an approval threshold. Define what resets each limit and which clock or currency is used.

  • State whether values are requested, authorized, reserved or settled.
  • Specify how pending actions count against a budget.
  • Define treatment of fees, currency conversion and partial completion.
  • Make a denied or ambiguous request visible rather than silently retrying.

Do not confuse a displayed balance with enforcement

A user interface can show a budget without preventing an external system from exceeding it. Verify which component checks the rule, whether it does so atomically and how concurrent requests are handled.

Budget calculations also need a trusted source of transaction status. A proposal, an authorization and a completed movement must not be counted as if they were the same event.

Availability boundary

This guide is educational. It does not claim that Noesia connects bank accounts, moves funds or enforces live spending limits. See agent authorization for the policy boundary and agentic commerce for the wider context.
